As you say, it will change tactics and gameplay completely. That's not the way Bm was designed.
Almost everyone has his "rule that I'd like to add to BM". But BM (and expecially first edition) is a game that works expecially well, and that is a lot of fun to play. Any radical change could destroy this alchemy.
And furthermore I believe that with the no L/R banking most of scenario will just become more boring.
Maybe when WSIM is complete, we can ask our great skymaster for CanvasEagles.
