The answer is yes, each ship will occupy 2 hexes. we kept the same size for ships and halved the Hex dimensions. 
The idea to resolve to issues related with same Hex occupied by more than 1 ship we wil proceed this way:
1. Advancing ships will have precedence on swinging ships (as stated in the rules). This will also simulate speed.
2. With same type of move, the heaviest ship will enter the hex (to determine the weight of a ship we count its guns)
3. With same number of guns, the ship with the highest ranked crew will win
4. We rool a dice.
