I know you want to try to follow the original rules as closely as possible, but if a workable solution can't be found that way, I think that having each ship occupy a single hex could help. It would simplify maneuvering by eliminating the akward and unrealistic situation where the stern swings out when the bow turns. This would reduce the number of "collisions" that need to be resolved.
This mechanism would affect combat as well, but would simplify things there too by eliminating bow/stern hex considerations.
Another aspect of resolving collisions I wanted to ask about is in regard to how you wanted to handle the situation where more than one ship is ADVANCING into an unoccupied hex. The rules state that you just roll a d6 and the high scorer CHOOSES which ship wins the hex. Since you want to eliminate the need for human input, do you just want to randomly determine the ship that wins the hex? It seems like the speeds of the ships should be considered also. The fastest ship should win the hex. In the case of a tie, randomlly determine the winner from those that are tied for fastest.
