Said the wise man:
Do not play with rules if you are not sure of the outcome.
So leave the damage cheat as they are, they work well this way.
If something has to be done, start from implementing tailing in the same hex and change the order of fire extinguishing (fire phase should happen before fire extinguish phase, not after).
