We do have Energy, you can't go from a speed 1 to a speed 3. (In our home game, we've even added that you can't do a left then a right without doing a straight in between. or visa versa)
In the board game, you do have limited ammo, with gun jams, and Lewis gun rules. This makes some of the allied planes much more limited, and certainly keeps planes like the Bristol from being the tanks they are in this game, yet we don't have ammo rules. So why, include fuel rules, and not ammo rules?
As far as limiting the number of turns, who cares how long you play? My current longest game has been playing for 67 days. So, what's a few more turns?
Nobody seems to mind that a Bristol can fly for an eternity, but a Dr1, if it does more then a few fast maneuvers, must then retreat for lack of fuel. So were is the limited the number of turns with the Bristol? Yes, even the Bristol will eventually run out, but only after every German plane has long ago landed.
The point has been made before, that rarely was a dogfight of the war ever reported to have broken up, because one side ran out of fuel. I've certainly never read where the Red Baron complained because after flying for a couple of minutes in a dogfight that his plane ran out of fuel.
Then to top off the bad fuel rules, you add the unfair maneuver schedules for some planes, where simply moving ahead one hex costs 2 fuel. Add that to a Dr1, and it's already limited capacity in the game, and it's double jeopardy. Add the lack of stabiliy, the poor speed, and very high fuel consumption, as well as low fuel capacity, and it makes the Dr1 one of the worse planes in the game.
The fuel rules, as written, simply don't work, and take a lot of fun out of that game for a lot of folks. Sure there is the added strategy of conserving fuel, but with all things being equal, and you had your choice, would you take a Snipe, over a Siemens-Schuckert D.IV?
I Doubt it!
