Look at game 31143 during turn 13, german 2 seater observer shooted to a plane that is not the best target (distance 3 instead of distance 2 all other condition equal).
He did a "no relevant" but got the killing (from my shooting)
I suppose that a guy that takes a 2 seater will be granted the scoring of the observer too because actually he's getting all the point from the double shooting
Maybe we can decide to remove the 2 seaters from our scenarios if it's impossible to handle them correctly.
