Observer deflection is a bit tricky.
Currently there is no deflection only when your plane is heading in the same direction of the observer plane.
This is only a workaround, to keep the observer deflection calculation program code aligned with the one of normal planes.
The observer "search for target" phase is already very long, and we were trying to save some server computing time.
