In this game at last turn, BazJP why not get bonus, for my stalling (move [28L2])?

Stall moves are only the ones with code 1 (1S1, 1L1 and 1R1), all the other moves between brackets [...] are just non repeatable moves (i.e. you can't perform a move whose code is between brackets if you did one in your last turn), and you get a bonus to fire against a target only if it performed a "real" stall move.
