Is there a way to send a transfer boarding party onto a ship that has surrendered?
I have grappled with it but the ship does not appear for a choice in boarding. why not??

No, once a ship surrenders from hull damage it can't be boarded. Allowing grappling of struck ships is a bug.
Be careful in a crowd... since you can't pick a grappling target you could grapple a struck ship instead of the one you want (and not be able to move next turn). |
