Trust is not a widespread currency on YouPlay. 
Sad as it is, and I have to say also there seems to be an "aristocracy" of chivalric-oriented gamers, I think that placement should be strict.
Also for simplicity's sake. I mean: I'd like to say: Plane#1 (leader) is in northwest quadrant, heading east, #2 (wingman) follows in echelon formation , but I think it would be difficult for newbies place their planes.
While we're at it, I wonder if it would be possible to upload new scenarios as text file, maybe on a multiline textbox. Something like:
