They should be more than able to hold their own in a 4v4 or 5v5 match-up against the D.XIIs. Ok, take a 28 and prove it.
Done. Signed up for both of your games. Regardless of the outcome of these games, I'd take the N.28 over the Pfalz D.XII any day of the week in an even up game and in this scenario they get to start a man up. (Having said that, I will probably be blown up or PK on turn 3 now!....wouldn't be the first time :-o) ) The players are still a bigger factor than the planes in this one which is as it should be.
As an aside, one of the things I like to look at as an indicator of scenario balance is which side's planes are taken first. In general, people love a winner. Why should YouPlayers be any different. Set up a Squadron Action game and the D.VIIs will be selected first about 95% of the time. Not too well balanced if you ask me. The other extreme is the N.17 vs. SS D.I match-ups. The only choice there is which plane looks cooler! It will be interesting to see how things work out with this scenario. Time will tell! Take it easy.
