Is not a glitch, it is this way.
The purpose of the chit draw was to limit, all be it in a minor way, the amount of damage you could sustain in a single turn.
There are enough "normal" damage to down you, and multiple specials are ususally redundant (i.e. two "PK" or two "no restricted" arent' worse than one.
You should never get the same chit twice in a single turn of being fired at.
Theoretically, yes, but the differences are negligible.
You shouldn't get 3 of them in a single turn.
Why? What's the difference between taking 3 PKs or taking one?
