Ahhh... there are always newbies asking for rule explanations... !!! 
Seriously, I have noticed that if you CAN tail more than one opponent and move WITHOUT selecting the opponent that you are tailing, you usually get the tailing bonus if you fire at one of the targets you COULD tail in the previous turn, even if you didn't choose one...
This may be a bug that may be used wisely by forfeiting the information you may get knowing ONE plane direction, with the advantage of getting a bonus on multiple targets instead...
