The Blue Dragon rules are fine, it was the scenario that I was refering to. I think you are either a fan of perfetly even 2S2 planes or you're not. I'm not.
Think about this:
1. Open to top 100 2. First 16 are in. 3. SS vs. SS scenario, the lower kill ratio gets the Snipe. (A couple of points here: 1. no its not even, if you are german you will have to manage fuel, and be agressive to win. 2. You may lose solely because you were german and you were not able to fire on the Snipe. Such are the perils of being an Ace. Organize another tournament, complain, or perform sipoku. ) 4. Alternate plan, best total score out of playing both sides of the scenario. Probably more even. Definetly more games and work.
