The suggestion in this case is always the same: ignore the problem, because it's not a problem at all.
There is no way to be sure that someone is really cheating. Even if both of them were using the same IP, that can be perfectly normal if they are coming both from the same company. If they should login on similar times, that could be perfectly normal too, because in a company you have to enter and exit from internet during fixed time. If they are making always the same game, and one of them is always losing, may be they are testing the site responses with different movements rate.
Let's try to think for a moment that they are really the same player. As I said before, we can not prove it, and using a frontal attack strategy we will only make him angry. On the other hand cheating is not fun. If he was a cheater, on the long run he'll realize that he's not having fun, and will stop cheating.
In the end, I prefer a softer approach, because statistics simply are not meaningfull. We are here to have fun, and be first or last on the statistics has not to be our main goal. We (webmasters) are playing on a regular basis, and we are not first on any statistics on the site, but obviously that's not a problem. Losing in a well played game can be as fun as winning it.
Some times ago we were seriously thinking about eliminating statistics from the site, to avoid similar problem: if we should have to turn to site-policemen to be sure no one is a cheater, we'd prefer to completely eliminate statistics, because in the end this is an hobby for us, and we too want to have fun here.
Hope this explains well our feelings about this kind of situations.
