Message text Observers don't use the standard rule for "directional hits" (tail/engine), but I'm not sure whether it is a real bug or it simply doesn't state so in the rules (consider that the observer fires with a flexible gun, so he can fire to a plane at a different altitude being able to target the whole surface).
This is a quite official explanation, otherwise you can follow marcuza's suggestion (attach... etc etc)
