I was shocked like you the first time...but if you read on the maneuvre card you'll see the words:
"Restricted: Must do 2S1, 3S2, 4S3 or same restricted on previous turn" the point is on the "same restricted"...so you can loop so long you like!!!

But you'll be a near-fixed target!!!
