I'm not sure this is a bug.
The rule related with speed in valid only for planes in the same hex. I'm not sure that two planes behind you could not both fire at you.
I've read the rules carefully and did not find anything about this situation.
Of course, following the logic, your position is quite clear and very reasonable, but we followed the rules, not the logic!
