Subject: Speed 3-4 damage also prevents restricted manouvers

Message text
Hello,

my plane is no longer allowed to 3-4 maneuvers due to engine damage. But the commands for restricted maneuvers with speed 2 are also not available (greyed out). This seems to be a bug, because "restricted maneuvers damage" and "3-4 maneuvers damage" are different chits.

Game number: 180009
