Also, I would think implementation should only go into games started at this date and from now on. Weird surprise in the middle of a game that's been going on for months.

On bursts in general you can read the rules

For what concerns implementation on youplay, a long discussion has been going on in this forum on how to include them without slowing down gameplay.
The chosen solution is that you decide before each move which burst lenght you are going to use according to the distance in hexes from your target. Possible choices are still limited to medium or long, since short burst are only meaningful in conjunction with lewis guns (for which ammo counts apply), which are still not implemented.
