Base table sounds better than range to me...
Range 1 might not be so hot if you're going speed 3 and firing with deflection, while range 2 might look good if you're tailing and have fired.
(Stability C gives table 5 first case, table 6 in the second! You could even get table 5 at range 3 if the target stalls!).
If I understood it correctly, you can always change your choice turn by turn according to particular conditions, so if you are going to move at speed 3 and have no tails you can chose medium burst even at distance 1.
Conversely, if you have tail and shoot last turn you can opt for long burst at distance 1 and 2.
and so on...
