In these cases, the game engine lets you just do glide moves. It happened to me some dats ago.
Yes, this is a bug in Blue Max core rules... In our campaign games we used this home rule: if you have just made a speed 3 and are out of fuel (or just with 1 fuel left) you can only glide with a 3s2, 16l2 or 16r2 move.
I don't remeber how we handled the SXIII 5s4 move.
