In the boardgame this situation uses a die roll. the loser of the die roll moves first.
You can use a dicebot and sort this out yourself. Alternatively, you can look at the situation. Inkpro was tailing Gabriel in the last round, so should maintain the tail. So, you could make Emerych move first (and given that he is only tailing a friendly, this does make some sense...)
