I dont think it should, or you could never fly off when you are near the end of your fuel or damaged.

Vessels don't need fuel, and then we were able to implement the "elastic map" in WS&IM: in WS&IM it's possible to retire if you are near the map edge, moving 2 hexes in the out of the map direction.

In Blue Max this wouldn't be possible if you should have no fuel left, because in that case you are not able to choose a 2 hexes movement.

This is the reason Blue Max won't get the "Elastic map".
