??? Why would we want the system to do that? Let people decide how many games they can play. I found that playing too many games reduces my effectiveness in each of them, so now I am limiting myself to a manageable number - but I see no reason why somebody who is less busy than me and can thus devote more time to the site cannot play more games!
Similarly, if someone wants to create 15 games in one go, why not let him? I understand that you may not want to play against the same person in all games, but that just means you have to be smart and not create all the games you want at the same time......
Frankly, I think more regulations are not needed - and in fact may change the spirit of the site
