Not only it's umbalanced, but also I don't understand why it's an "early war scenario"; the Halberstad Cl2 enters the war in July '17, after SE5a, Albatros DVa and Bristol F2b.
(BTW I once made similar remarks on the umbalanced six player "early war" scenario).
OTOH there are plenty of umbalanced scenarios (most of the one-vs-many, for example). We cannot have only almost balanced scenario.
