I've lost every time I have attempted to beat someone into a hex. What makes them win the hex all the time?

That issue came up a while back. I was told by one of the site people that (contrary to the basic rules which make it random) it is determined by the "Tons" value of the ship. The larger ship takes the hex.

I'm pretty sure it's a random... I think there was a thread on this a few months back.
